הצעת תכנית מפעל תוגש תחילה לועדת התכנון שהוקמה לפי סעיף 133 לשם בדיקה מבחינה טכנית, כלכלית ומשקית ולשם התאמה של תכנית מפעל אזורי לתכנית המפעל הארצי.
