תיקון: תשס״ו
הוראות הסעיפים 62 עד 72 יחולו גם על שינויים בתכנית מפעל, אולם אם אין בשינוי משום פגיעה בזכויות, רשאי מנהל הרשות הממשלתית לפטור מפרסום לפי סעיף 65.
