31. הפעלת שדה תעופה או מנחת – חובת רישוי
לא יפעיל אדם שדה תעופה או מנחת ולא יתיר המראה, נחיתה או הפעלה של כלי טיס בהם, אלא אם כן בידו רישיון לכך שניתן לפי הוראות סימן זה, ובהתאם לתנאי הרישיון ולהוראות לפי חוק זה.
