13. זכויותיו של בעל רשיון
רשיון מקנה לבעלו, בכפוף להוראות חוק זה:
(1)זכות לחפש נפט בשטח הרשוי;
(2)זכות לערוך, במידה ובתנאים שיקבע המנהל, פעולות חיפוש מחוץ לשטח הרשוי, שיש בהן כדי להעמיד על סיכויי הנפט שבתוך השטח הרשוי; ובכל הנוגע לזכות זו יהיה דינו של בעל הרשיון כדין בעל היתר מוקדם;
(3)זכות ייחודית לקדוח קדיחות נסיון וקדיחות פיתוח בשטח הרשוי ולהפיק ממנו נפט;
(4)זכות לקבל חזקה לאחר שהגיע לתגלית בשטח הרשוי.
