(א)תחילתו של חוק זה ביום י״ד בתשרי התשס״ב (1 באוקטובר 2001).
(ב)השר באישור ועדת הפנים והגנת הסביבה של הכנסת, רשאי לדחות את מועד תחילתו של חוק זה עד ליום י״ד בתשרי התשס״ב (1 באוקטובר 2001).
