בחוק זה –
”השר“ – השר לאיכות הסביבה;
”חוק הניקוז“ – חוק הניקוז וההגנה מפני שטפונות, תשי״ח–1957;
”חוק המים“ – חוק המים, תשי״ט–1959;
”רשות מקומית“ – רשות מקומית מכל סוג שהוא – עיריה, מועצה מקומית, מועצה אזורית לפי סעיף 5(3) לפקודת המועצות המקומיות, 1941 – או איגוד ערים שנחל או מקור מים משמש גורם במילוי תפקידם.
