18. מכסות
תיקון: תשס״ב
(א)בכפוף לאמור בצו לפי סעיף 2 או בצו שלאחר מכן רשאית רשות נחל, באישור השר, להטיל תשלומי כסף על הרשויות המקומיות שבתחומה ועל התאגידים שנציגיהם הם חבריה או כשירים להיות חבריה, לפי מכסות שתקבע, למימון תקציבה, למעט הוצאות ניקוז; קביעת המכסות תיעשה בשים לב, בין השאר, למידת ההנאה המופקת על ידי מי שחוייב בתשלום המכסה.
(ב)אישור לפי סעיף קטן (א) לא יינתן אלא לאחר שניתנה לרשויות המקומיות הנוגעות בדבר הזדמנות להביא את טענותיהן לפני השר.
