שום פעולה של רשות נחל או של רשות ניקוז שתפקידים של רשות נחל הוטלו עליה לפי סעיף 2, לא תיפסל מחמת זה בלבד, שבשעת הפעולה היה מקומו של חבר מחברי הרשות פנוי מכל סיבה שהיא.
