שר המשפטים רשאי לקבוע תנאים מיוחדים להעברת מסרים אלקטרוניים החתומים בחתימה אלקטרונית, אל רשויות המדינה ומהן, באישור ועדת החוקה חוק ומשפט של הכנסת.
