בפרק זה –
”מעבר“ – מעבר מארץ מחוץ לישראל אל ארץ אחרת מחוץ לישראל דרך שטח ישראל, למעט מעבר בכלי טיס מעל שטח ישראל בלא נחיתה בישראל ולמעט מעבר בדואר;
”רשות המכס“ – אגף המכס והבלו.
