בעלים של כל מוסד חינוך וגן ילדים יגיש בקשה להיתר בניה לביצוע הוראות הנגישות לפי סעיפים 19לג1 וסעיף 19לד; הבקשה תוגש בתוך שנה מיום התקנת התקנות לפי סעיפים אלה.
