חייל המשרת בשירות סדיר ורמת השכלתו נמוכה מרמה של השכלה יסודית שנקבעה בתקנות, שלושה חדשים משירותו הסדיר יוקצו להקניית השכלה, באופן ובתנאים שנקבעו בתקנות; התקנות יותקנו בהסכמת שר החינוך והתרבות, לאחר התייעצות עם ועדת החוץ והבטחון של הכנסת.
