שר הבטחון ממונה על ביצוע חוק זה והוא רשאי להתקין תקנות בכל ענין הנוגע לביצועו, לרבות תקנות בדבר ביצוע חוק זה לגבי מיועד לשירות בטחון או לגבי יוצא־צבא שאינו מיועד לשירות בטחון השוהים בחוץ לארץ.
