(א)חוק זה ייכנס לתקפו ביום כ״א בתמוז תשי״ב (14 ביולי 1952).
(ב)שר הפנים רשאי להתקין, עוד לפני אותו יום, תקנות בדבר מתן הצהרות לפי סעיף 2(ג)(2).
