2. למי ניתן דרכון או תעודת מעבר
(א)דרכון יינתן לאזרח ישראלי לפי בקשתו.
(ב)תעודת מעבר תינתן –
(1)למי שאינו אזרח ישראלי או למי שאזרחותו בלתי מוגדרת או מסופקת;
(2)במקרים מיוחדים – לאזרח ישראלי לפי בקשתו.
