3. על שם מי ניתן דרכון או תעודת מעבר
תיקון: תשי״ז, תשמ״ז
(א)דרכון או תעודת מעבר ניתנים ליחיד; השר רשאי להתיר צירופו של קטין שלא מלאו לו שבע עשרה שנים לדרכון או לתעודת מעבר של אחד מהוריו.
(ב)השר רשאי להתיר צירופו של אדם שלא מלאו לו שבע עשרה שנה לדרכון או לתעודת מעבר של אדם אחר, אף שאיננו אחד מהוריו של המצורף ובלבד שקיימות נסיבות מיוחדות המצדיקות צירוף כאמור.
(ג)השר רשאי להתיר הוצאתם של דרכון או של תעודת מעבר לקבוצת בני־אדם לשם נסיעה בצוותא.
