על רכב ששנת ייצורו 1976 או לפני כן שנרשם לראשונה לפני תחילת תקפן של תקנות התעבורה (תיקון מס׳ 4), תשל״ח–1978 (ביום 4.6.1978), יחולו הוראות התקנות כנוסחן ערב תחילת תקפן של התקנות האמורות; אולם על רכב שהותקנו בו בלמים לפי התקנות האמורות, כולן או מקצתן, יחולו הוראות אותן תקנות כנוסחן זה.
