קיום המועצה, סמכויותיה ותוקף פעולותיה, לא ייפגעו מחמת שהתפנה מקומו של חבר בה, או מחמת ליקוי במינויו או בהמשך כהונתו, ובלבד שרוב חבריה מכהנים כדין.
