תיקון: תשע״ו־2
על אף האמור בסעיף 9, השר רשאי למנות מועצה ראשונה בת עשרה חברים, ובלבד שיפעל להשלים, בהקדם האפשרי, את הרכב המועצה ל־12 חברים; מינה השר מועצה ראשונה כאמור, לא ייפגעו קיומה, סמכויותיה ותוקף פעולותיה בשל הרכבה כאמור.
