המינהלה רשאית לקבוע כללים לביצוע הוראות פרק זה, לרבות סדרי הגשת הבקשה למתן המענק, הפרטים שייכללו בבקשה, המסמכים שיצורפו אליה, הערובות הדרושות למתן המענק, המועדים שבהם ישולם המענק לשיעורין או בבת אחת, וכן כללים לעיכוב התשלום של חלק מהמענק שלא יעלה על שיעור מסויים ממנו, כפי שיקבעו השרים באישור ועדת הכספים של הכנסת.
