1. מטרת החוק
מטרתו של חוק זה להגדיר את מבנה מערך המילואים של צבא הגנה לישראל, כשירותו ומטרותיו, וכן את המתווה לקריאה לשירות מילואים ואת חובותיו של חייל המילואים וזכויותיו, והכל תוך ראיית מערך המילואים כחלק בלתי נפרד מצבא הגנה לישראל המהווה נדבך מרכזי שעליו נשען הצבא לצורכי ביטחון המדינה ותוך ראיית הנמנים עם מערך המילואים כתורמים תרומה ייחודית למדינת ישראל.
