שר הסעד ימנה ועדות שחבריהן אישים שיראה אותם מתאימים לדבר; ועדות אלה ייעצו לו בכל הנוגע להעמדת עבריינים במבחן, למניעת עבריינות ולשיקום עבריינים, בדרך שקבע בתקנות.
