תרומה שניתנה לאדם או לחבר בני־אדם, בין מואגד ובין שאינו מואגד, שפעולותיו מכוונות להביא לבחירתו של מועמד, רואים אותה כתרומה שניתנה למועמד, והוצאה שהוצאה על־ידי אדם או חבר בני־אדם כאמור למימון מערכת הבחירות של מועמד, רואים אותה כהוצאה שהוצאה על־ידי המועמד לאותה מטרה.
