שר המשפטים ממונה על ביצוע חוק זה והוא רשאי, באישור ועדת החוקה חוק ומשפט של הכנסת, להתקין תקנות בכל הנוגע לביצועו, לרבות בדבר חובת הדיווח לרשם ומסמכים שיש להגיש לו, בדבר סדרי העיון במסמכים שנמסרו לרשם ובדבר אגרות שיש לשלם לכיסוי הוצאות העיון במסמכים באמור או בעד פעולות אחרות של הרשם.
