ענישה או זיכוי בפלילים אינם מונעים נקיטת אמצעים על עבירת משמעת על ידי ועדת המשמעת נגד מי שרשום בפנקס בשל אותו מעשה או מחדל ונקיטת אמצעים או זיכוי על ידי ועדת המשמעת אינם מונעים אישומו בפלילים.
