53. תקופת כהונה
חבר המועצה יכהן שלוש שנים, ומותר לשוב ולמנותו; נתפנה מקומו יתמנה באותה דרך חבר אחר במקומו שיכהן עד תום תקופת כהונתו של קודמו; מי שכיהן כחבר המועצה שתי תקופות רצופות יוכל לשוב להתמנות אליה רק אחרי הפסקה של 3 שנים רצופות.
