היה למנהל הכללי של משרד התקשורת יסוד סביר להניח כי בעל רישיון הפר הוראה מההוראות לפי הוראות חוק זה, רשאי הוא מנימוקים שיירשמו, להתיר למפקח, נוסף על הסמכויות המנויות בסעיף 13ז, לזמן למשרדיו, למועד סביר שיקבע, נושא משרה בבעל הרישיון שלדעת המנהל עשויה להיות לו ידיעה הנוגעת להפרה, לשם בירור ההפרה.
