5. סייגים למינוי ולכהונה
לא ימונה אדם ולא יכהן כחבר המועצה אם הורשע בעבירה פלילית או בעבירת משמעת שמפאת מהותה, חומרתה או נסיבותיה אין הוא ראוי, לדעת השרים, לכהן כחבר המועצה.
