חבר המועצה שמונה לפי פסקאות (7), (8) או (9) שבסעיף 3א ימונה לתקופה של שלוש שנים, וניתן לשוב ולמנותו לתקופות כהונה נוספות, ובלבד שלא יכהן יותר מתשע שנים.
