(א)רוב חברי המועצה הם מניין חוקי בישיבותיה.
(ב)החלטות המועצה יתקבלו ברוב קולות המשתתפים בהצבעה.
(ג)המועצה תקבע את סדרי עבודתה, ככל שלא נקבעו בחוק זה.
