תקציבו של המוסד יכוסה מהקצבת אוצר המדינה, ומהקצבת ארגוני עובדים ומעבידים שיש להם נציגים במועצה. כן רשאי המוסד לקבל תרומות והכנסות מארגון שוחריו ומפרסומים ומפעולות אחרות.
