לא הוגשה או לא אושרה באזור פלוני אף לא רשימת מועמדים אחת בבחירות למועצה, ימנה השר, לאחר התייעצות עם גופים ציבוריים שלדעת השר יש להם נגיעה בדבר, חבר מועצה אחד מטעם אותו אזור מבין תושבי האזור הזכאים להיבחר כחברי מועצה; ראה השר כי לא ניתן למנות חבר מועצה מבין תושבי האזור, רשאי הוא למנות כנציג האזור במועצה אדם שאיננו תושב האזור.
