אולמות ציבוריים ומקומות פומביים אחרים בתחום מועצה אזורית העומדים, דרך כלל, לרשות הציבור לצורכי פעילות ציבורית וחברתית, יועמדו בידי הממונים עליהם, באופן שוויוני, לרשות מועמדים בבחירות לראשות המועצה ולרשות רשימות מועמדים למוסדות אחרים העומדים לבחירה, לשם קיום אסיפות בחירות.
