3. ראש מועצה
תיקון: תשנ״ז־2
(א)מועצה תפעל באמצעות ראש המועצה; אין בהוראה זו כדי לפגוע בסמכויות המועצה לפי כל דין.
(ב)ראש המועצה אחראי לכך שהתפקידים שהוטלו על המועצה בצו זה או בכל דין אחר יבוצעו כראוי.
(ג)ראש המועצה אחראי לכך שהחלטות המועצה יבוצעו כראוי; הצריכה ההחלטה הוצאה מכספי המועצה, אחראי ראש המועצה לכך שההחלטה תבוצע בהתאם לתקציב המאושר של המועצה ובהתאם להוראות אחרות של צו זה או כל דין אחר.
