51. הנהלת הישיבות
(א)ראש המועצה יהיה היושב ראש בכל ישיבות המועצה, ובהעדרו – סגן ראש המועצה, ואם יש יותר מסגן אחד והם נוכחים בישיבה – הסגן אשר המועצה תבחר בו לשם כך. נעדרו ראש המועצה וכל סגניו, יבחרו הנוכחים באחד מחברי המועצה להיות יושב ראש הישיבה.
(ב)יושב ראש ועדה יהיה יושב ראש בכל ישיבותיה, ובהעדרו – חבר הועדה שייבחר לשם כך על ידי הנוכחים.
