81. מחיקת חובות
כל סכום המגיע למועצה שתשלומו נתאחר לא פחות משלוש שנים והוא נראה כחוב אבוד, רשאית המועצה על פי החלטה מיוחדת לוותר עליו ולמחקו מהפנקסים אם היתה סבורה שהדבר לטובת הציבור; בכל מקרה אחר, טעונה החלטת המועצה אישורו של השר.
