4. כינון מועצה מקומית בחלק מתחום עיריה
(א)השר רשאי, על פי המלצת הממונה, להכריז בצו הכינון שתיכון מועצה מקומית ברובע פלוני של תחום עיריה השונה לפי אופיו וצרכיו משאר חלקי תחום העיריה.
(ב)הצו לא יינתן אלא אם נתקבלה על כך הסכמת מועצת העיריה ויפורשו בו – בנוסף לפרטים הנדרשים בסעיף 2 – היחסים שבין המועצה המקומית לבין מועצת העיריה.
(ג)בכפוף להוראות הצו, לא ייגרע מסמכויות מועצת העיריה לגבי אותו רובע.
