תיקון: תשכ״ב
כל סכום המגיע למועצה שתשלומו נתאחר לא פחות משלוש שנים והוא נראה כחוב אבוד, רשאית המועצה לוותר עליו ולמחקו מהפנקסים. בכל מקרה אחר, טעונה החלטת המועצה אישורו של השר ובלבד שיהיו סבורים שהדבר הוא לטובת הציבור.
