3. מועצה ראשונה
תיקון: תשכ״ב, תשכ״ו־4, תשל״ג־3, תשנ״ג־2
(א)השר ימנה את חברי המועצה הראשונה שתוקם אחרי פרסום צו זה והיא תכהן עד שתיבחר מועצה לפי חוק הרשויות המקומיות (בחירות), תשכ״ה–1965 (להלן – חוק הבחירות).
(ב)השר רשאי בכל עת למנות חברים נוספים למועצה ראשונה ממונה וכן רשאי הוא בכל עת להעביר מכהונתו חבר מועצה שמונה ולמנות אחר במקומו.
