על אף האמור בצו זה רשאי השר למנות למועצה המקומית הדר־רמתיים אשר כיהנה ביום פרסומו של צו המועצות המקומיות (א) (הדר־רמתיים) (תיקון), תשכ״ג–1963, חברים נוספים שמספרם לא יעלה על שליש החברים הנבחרים.
