אין להביא אדם במשפט פלילי בשל עברה על הפקודה הזאת, אלא אם כן התחילו במשפט הפלילי הזה בתוך ששה חדשים מזמן שנעשתה העברה, אף לא יובא משפט פלילי כזה אלא אם כן הוחל בשם היועץ המשפטי לממשלה ובהסכמתו.
