שר התשתיות הלאומיות ממונה על ביצוע חוק זה, והוא רשאי להתקין תקנות בכל הנוגע לביצועו, למעט בענינים שבהם מוסמכת מועצת הרשות הממשלתית לפי חוק זה לקבוע כללים.
