השר או מי שהוסמך לכך על ידיו יציע לנציב השירות, בדרכים שייקבעו בתקנות, רשימת משרות בשירות המדינה ועל הדרגות הצמודות להן, רשימה רשימה לכל יחידה מיחידות משרדו (להלן – תקן).
