19. מכרז
לא יתמנה אדם עובד המדינה אלא לאחר שנציב השירות הכריז על המשרה בפומבי, על פי בקשת המנהל הכללי או מי שהוסמך לכך על ידיו, בין שנתפנתה המשרה ובין שהיא עשויה להתפנות.
