הרשות למשטרה להשגיח על האגודות והמועדונים, ופקידיה יוכלו להכנס למקומות אספותיהם בכל זמן, אלא, כדי להוכיח שבקורם נשען על צרך אמתי, יוכרחו להגיש ניר־רשמי המכיל פקודה או רשות כניסה למקום, כתב זה ינתן מאת שר המשטרה [במקור: בקושטא, מאת וזיר המשטרה, ובמחוזות, מאת הפקיד האזרחי היותר גבוה שבמקום], או מאת בא כחו.
