3א. מנין חוקי וסדרי דיון
תיקון: תשכ״ד
(א)מנין חוקי בישיבות המועצה הוא ארבעים אחוזים ממספר חבריה.
(ב)המועצה תקבע את סדרי דיוניה ועבודתה, במידה שלא נקבעו בתקנות.
