מפר שנמסרה לו הודעה על כוונת חיוב רשאי להגיש טענותיו, בכתב, לממונה (החל מיום 5.9.2027: למנהל), לעניין הכוונה להטיל את העיצום הכספי ולעניין שיעורו, בתוך שלושים ימים ממועד מסירת ההודעה.
