קברניט כלי שיט מוסמך לשפוט איש צוות בעבירת משמעת, למעט עבירות לפי פסקה (19) לסעיף 118, שנעברה בתקופת שכירותו של איש הצוות וכל עוד הוא כפוף לפיקודו.
