133. מינוי בהעדר רשימת מועמדים
לא הוגשה לשר רשימה תוך חדשיים לאחר קבלת הדרישה להגישה, רשאי הוא למנות את מספר החברים החסרים לפי סעיף 132 ויראו אותם, לענין סעיפים 136 ו־137, כאילו מונו מתוך רשימות מועמדים שהוגשו לפי אותו סעיף.
