146. הגשת תובענה
ראה התובע שיש בקובלנה ובחומר הראיות כדי להעמיד ימאי לשיפוט משמעתי, רשאי הוא להגיש לבית הדין תובענה נגדו או להעביר את הקובלנה לשיפוט מפקח והוא יגיש תובענה או יעבירה כאמור כפי שהורו לו השר או היועץ המשפטי לממשלה.
